Establishes a task force to study Connecticut's creative economy, including analysis of cultural industries, workforce development, branding strategies, and methods to expand creative sector jobs.

Defines key terms including "creative economy," "creative cluster," "creative workforce," and "creative community" for purposes of economic development planning and reporting.

Task force consists of 16+ members including legislative appointees, state commissioners, higher education representatives, regional arts council representatives, and workforce development officials, with the Commissioner of Economic and Community Development serving as one chairperson.

Requires annual reports to the General Assembly from February 1, 2011 through February 1, 2016 on task force findings and recommendations regarding creative economy development.

Amends existing economic development statutes to incorporate "creative clusters" alongside traditional "economic clusters" in departmental reporting requirements, strategic planning, and workforce development strategy coordination.
