HB 5058 - Right to Organize for State Employees

• Redefines "bureau heads" as individuals heading major divisions reporting to agency heads, limited to no more than 0.5% of permanent full-time employees per agency and branch, with rankings by division size determining eligibility.

• Expands employee organization rights by including Office of State Capitol Police employees below the rank of lieutenant as eligible employees and replacing "managerial employees" exclusion with "bureau heads" exclusion from bargaining units.

• Adds legislative branch representation to collective bargaining by allowing the executive director of the Joint Committee on Legislative Management to negotiate on behalf of the legislative branch regarding Office of State Capitol Police employees.

• Extends "employee" definition to include gender-neutral language and clarifies "professional employee" and "supervisory employee" definitions with updated cross-references.

• Applies definitional changes throughout Connecticut labor and employment statutes affecting multiple agencies including the Connecticut Development Credit Corporation, Connecticut Innovations Incorporated, and Hartford authorities.
