Increases registration fees for all-terrain vehicles (ATVs) with 60% of the increase transferred to the Department of Environmental Protection to establish and operate an ATV Division.

ATV Division will create and maintain ATV trails, assist in ATV law enforcement, and fund grants for safety and education classes for ATV operators.

Allocates 40% of registration fee increase to the General Fund to offset projected fiscal year deficits, with any remaining amount transferred to the ATV Division if no deficit exists.

Imposes a $5 land purchase fee on each ATV registration, with proceeds used by DEP to purchase land specifically designated for ATV use.
