Repeals and replaces Section 2-24a to require fiscal notes for bills affecting state or municipal expenditures or revenue in the current fiscal year or next five fiscal years, unless waived by two-thirds vote of the General Assembly.

Expands fiscal notes to identify the number of public sector jobs created where applicable, in addition to cost and revenue impacts.

Requires fiscal notes be made available to joint standing committee members at least 24 hours before final committee action, with waiver possible for bills with substitute language or by majority committee vote.

Modifies Section 2-71c to direct the Legislative Office of Fiscal Analysis to prepare fiscal notes for all bills receiving final action by a joint standing committee, including all favorably reported bills.

Effective date: October 1, 2010.
