Establishes a Commission on State Employee Pension and Post Employment Benefit Liabilities to develop a long-term plan for reducing unfunded pension and benefit obligations.

Commission membership includes the Secretary of the Office of Policy and Management, State Comptroller, chairpersons of the Appropriations and Finance, Revenue and Bonding Committees, State Employees Bargaining Agent Coalition members, Office of Labor Relations representatives, and members of the public.

Commission must propose a comprehensive plan to reduce unfunded liabilities in the state employees retirement system and state employee post-retirement health and life insurance benefits by December 15, 2010.
