Requires homemaker-companion agencies to perform comprehensive background checks on all employees hired on or after October 1, 2010, including employment history, Social Security verification, criminal records review, and registry checks.

Mandates homemaker-companion agency applicants for registration to submit to state and national criminal history records checks in accordance with section 29-17a.

Adds failure to perform comprehensive background checks as grounds for the Commissioner of Consumer Protection to revoke, suspend, or refuse to renew a homemaker-companion agency's certificate of registration.

Requires home health agencies to conduct comprehensive background checks on employees hired on or after October 1, 2010, and have employees complete a disclosure form regarding any prior disciplinary action by licensing agencies; making false statements on this form is a class A misdemeanor.

Defines "comprehensive background check" to include employment application review, in-person interviews, criminal conviction searches in Connecticut and other states where applicant resided within three years, and checks of relevant registries.
