Establishes a two-tier contribution structure for elderly individuals (65+) in Connecticut's state-funded home-care program based on income and Medicaid eligibility.

From July 1, 2010 through June 30, 2011, individuals at or below 200% of federal poverty level who are ineligible for Medicaid must contribute 5% of care costs; those above 200% contribute 5% plus their applied income amount.

On and after July 1, 2011, the contribution rate increases to 15% for individuals at or below 200% of federal poverty level who are ineligible for Medicaid, with the same additional applied income requirement for those above 200%.

Exempts individuals in affordable housing under the assisted living demonstration project from contributing if income is at or below 200% of federal poverty level; those above 200% contribute only their applied income amount.

Establishes a maximum annual service cost of 50% of the state's weighted average nursing home costs, with exceptions for hardship cases and those already receiving higher-cost services as of June 30, 1992.
