Effective July 1, 2010, amends the Connecticut Development Authority board composition to include the Commissioner of Economic and Community Development, State Treasurer, and Secretary of the Office of Policy and Management as ex officio members, plus four Governor-appointed members and four members appointed by legislative leaders.

Requires the Connecticut Development Authority to submit annual reports by November 1st listing all recipients of financial assistance, including their names, addresses, business activities, and Standard Industrial Classification codes.

Modifies revenue reporting requirements so that gross revenue information for recipients who do not publicly disclose such information is provided separately without listing recipients by name, consistent with section 32-244 provisions.

Allows the Governor and relevant legislative committee chairs and ranking members to examine detailed recipient revenue data in confidence, with committee members authorized to share such confidential data only with other committee members.

Expands annual reporting to include job creation/retention comparisons between projections and actual results, full-time and part-time job breakdowns, and detailed information on application timelines, withdrawals, and disapprovals.
