Prohibits motor vehicles from idling for more than three consecutive minutes when not in motion, effective October 1, 2010.

Establishes 12 exceptions to the idling limit, including traffic conditions, defrosting/heating/cooling for safety, auxiliary equipment operation, temperatures below 20°F, maintenance/inspections, military installations, emergency vehicles, drive-in queues, freight operations, livery services for weddings/funerals, and food delivery.

Exempts motor vehicles located on private residential property from idling restrictions.

Violations constitute an infraction with a maximum fine of $25.

Clarifies that motor vehicle idling violations shall not constitute probable cause for law enforcement to search the vehicle, its contents, or the operator's person.
