Establishes a Chemical Innovations Institute within the University of Connecticut Health Center to promote green job growth, safer workplaces, and clean technology innovation through alternatives to harmful chemicals.

Creates a board of directors consisting of eight members including an ex-officio executive director appointed by UConn Health Center and seven members appointed by state legislative and executive leaders, each representing specific stakeholder groups.

Institute responsibilities include researching chemicals of concern to public health and the environment, providing technical assistance to businesses and nonprofits, offering training on chemical regulations, and coordinating with other state institutes and clearinghouses.

Board must submit annual reports by January 15th to the joint standing committee on the environment with recommendations on funding options; may establish technical assistance grants to businesses transitioning to safer chemical alternatives if adequate funding exists.

Institute development is contingent on securing sufficient federal, state, and private funding to cover initial and ongoing operational expenses; UConn Health Center is not required to proceed without adequate funding.
