Changes the definition of "producer" in poultry licensing statutes from "hatching egg production" to "table egg production" for clarity on types of egg production covered.

Shifts the poultry dealer license year from July 1 through June 30 to January 1 through December 31, effective October 1, 2010.

Replaces outdated term expiration provisions for the Connecticut Farm Wine Development Council with new rules allowing appointed members whose terms expire June 30, 2013 to serve up to three additional consecutive four-year terms.

Limits newly appointed Farm Wine Development Council members on or after July 1, 2010 to a maximum of four consecutive four-year terms.

Clarifies that any vacancy on the Farm Wine Development Council shall be filled by the respective appointing authority, effective July 1, 2010.
