Requires home improvement contractors to provide owners with valid, signed lien waivers from all subcontractors prior to receiving final payment under the contract.

Adds lien waiver requirement as a mandatory provision in home improvement contracts, effective October 1, 2010.

Entitles owners to recover court costs and reasonable attorney's fees if they successfully sue a contractor for failure to provide required lien waivers.

Awards court costs and reasonable attorney's fees to applicants who obtain court discharge of mechanic's liens based on valid lien waivers provided under this act.
