Repeals racquetball facility permit provisions and modifies bowling establishment permit requirements effective October 1, 2010.

Allows persons to produce beer for personal or family use (100 gallons per year for two adults, 50 gallons for one adult) and permits wine manufacturing as part of accredited institution academic courses.

Removes racquetball facility permits from the list of establishments subject to alcohol sales hour restrictions in section 30-91.

Allows tavern and cafe permit holders to keep premises open to the public during film, television, video, or digital production eligible for film production tax credits, provided alcohol sales remain within authorized hours.

Updates smoking prohibition references in public health and workplace smoking regulations to reflect changes to the liquor control statutes, effective October 1, 2010.
