Commissioners of Children and Families and Mental Health and Addiction Services must jointly report by January 1, 2011 on the feasibility of transferring Riverview Hospital for Children and Youth and Connecticut Children's Place from the Department of Children and Families to the Department of Mental Health and Addiction Services.

Report must assess whether the transfer would improve patient care, create greater efficiency, allow the Department of Children and Families to focus more on child protection and welfare, and benefit the facilities through the Department of Mental Health and Addiction Services' psychiatric expertise.

Report must be submitted to the Community Mental Health Strategy Board, relevant joint standing committees of the General Assembly, and the select committee on children.

Analysis must be conducted within existing budgetary resources.

Effective date is July 1, 2010.
