Expands visitation and placement considerations to include any person related to a child by blood, marriage, or adoption, not just siblings.

Grants related persons the right to be heard by the court regarding visitation and placement decisions, with the court guided by the best interests of all affected related persons.

Requires courts to specify all visitation conditions in their award, including persons permitted to visit, times and locations, permissible activities, and actions that result in automatic suspension.

Allows the Department of Children and Families to cancel or indefinitely suspend visitation if it would likely harm the child, youth, or another person, with notification requirements to relevant parties.

Requires the department to request an emergency court hearing within one business day to amend the visitation award, unless all notified parties agree the suspension is justified.
