Legislative Office of Fiscal Analysis must establish and maintain searchable electronic databases on its Internet website by July 1, 2011 for posting state expenditures, including state contracts and grants.

All budgeted state agencies must submit requested financial information to the Legislative Office of Fiscal Analysis in a timely manner to support the database development and maintenance.

Legislative Office of Fiscal Analysis shall report to the joint standing committee on appropriations beginning November 1, 2010 and quarterly thereafter regarding database establishment, maintenance, and recommendations for improvements.

Auditors of Public Accounts must review the procedures and security used to develop the electronic databases and report findings and recommendations to the joint standing committee on appropriations.

State agencies are not required to create new financial data or information technology systems that do not already exist, nor disclose consumer, client, patient, or student information protected by law.
