Establishes tiered graduation requirements: 20 credits through 2016 (4 English, 3 math, 3 social studies including civics, 2 science, 1 arts/vocational, 1 PE); increases to 25 credits for class of 2019 and beyond if federal funding is secured, including 9 humanities, 8 STEM, 3.5 career/life skills, 2 world languages, and a senior demonstration project.

Makes 2017-2018 graduation requirements contingent on Department of Education securing federal stimulus funds under the American Recovery and Reinvestment Act of 2009 or other federal grants by July 1, 2010; if unfunded, maintains lower 20-credit requirement through 2018.

Requires local and regional school districts to provide alternate means for students unable to complete required courses and allow dual enrollment at public higher education institutions funded through education equalization aid grants.

Establishes state grants to local and regional school districts beginning fiscal year 2012 to implement the new graduation requirements for classes of 2019 and beyond.

Limits full-time high school students to enrollment in no more than two adult education classes per school year, with adult education credits capped at one-half credit each and maximum two credits toward graduation.
