Commissioner of Administrative Services shall develop and implement telecommuting and work-at-home guidelines for state employees within available appropriations, in cooperation with employee organizations.

Guidelines designed to increase worker efficiency and productivity, benefit the environment, and reduce traffic congestion, with determinations on program eligibility not subject to collective bargaining.

State agency heads (or legislative branch executive director) may authorize employees to participate in telecommuting assignments that comply with the established guidelines; assignments are temporary and may be terminated based on agency operating needs.

Each state agency must provide the Department of Administrative Services with copies of any telecommuting or work-at-home program arrangements authorized for its employees.

Commissioner shall report annually to the General Assembly joint standing committees on labor, public employees, and government administration regarding the extent of telecommuting program use.
