Adds new subsection (f) to section 10-183ff allowing the Teachers' Retirement Board to pay benefits based on an estimate statement if the estimate contained a material error (10% or greater difference) and the member relied on it to resign and apply for retirement.

Requires the member to demonstrate they could not reasonably have detected the error and that they irrevocably submitted their resignation and formal retirement application in reliance on the estimate.

Expands the definition of "hazardous duty member" under section 5-192f(d) to include the director or assistant director of the Department of Environmental Protection Emergency Response and Spill Prevention Division, making them eligible for hazardous duty retirement benefits.

Both changes become effective October 1, 2010.
