Increases Connecticut Energy Advisory Board membership from fifteen to sixteen members, effective July 1, 2010.

Adds the Commissioner of Economic and Community Development as an ex-officio member of the board.

Maintains existing ex-officio members including the Commissioners of Environmental Protection, Transportation, and Agriculture; the Public Utilities Control Authority chairperson; the Consumer Counsel; and the Secretary of the Office of Policy and Management.

Preserves appointed member positions representing environmental organizations, consumer advocacy groups, business associations, chambers of commerce, manufacturing associations, low-income ratepayers, and energy experts in electricity, generation, and conservation.

Prohibits board appointees from being employed by or consulting for public service companies, electric suppliers, or their affiliates or subsidiaries.
