Prohibits electric, gas, and municipal utility companies from terminating or refusing to reinstate residential service from October 1 through June 1 when a child not more than 24 months old resides in the household and the customer qualifies as a hardship case lacking financial resources to pay the full account.

Maintains existing protections from November 1 through May 1 for hardship cases unable to pay entire accounts, with limited exceptions for gas companies that previously terminated service.

Preserves year-round protections preventing service termination when disconnection would create a life-threatening situation for any household member.

Effective date: July 1, 2010, amending General Statutes Section 16-262c(b)(1).
