Extends continuation of health insurance coverage from federal COBRA requirements to 30 months for employees and dependents following layoff, reduction of hours, leave of absence, or termination of employment (except for gross misconduct or employee death).

Allows continuation of coverage for up to 12 months during employee absence due to illness or injury, regardless of eligibility for other group insurance.

Requires employers to allow individuals to elect continued coverage under group health plans in accordance with state law (section 38a-554) rather than solely federal requirements.

Updates references throughout Connecticut statutes from federal COBRA provisions to Connecticut's state continuation of coverage requirements, including Medicaid, HUSKY Plan, and small employer health insurance provisions.

Permits Medicaid to pay premiums for continued health insurance coverage under employer group plans for chronically ill and disabled persons no longer employed who would otherwise qualify for Medicaid.
