Requires the Department of Consumer Protection to withhold liquor permits for restaurants, cafés, and taverns unless applicants prove at least one bartender is a certified qualified alcohol server, effective January 1, 2011.

Defines "qualified alcohol server" as a person who completed an alcohol server certification program approved by the commissioner, with the department to publish a list of approved programs.

Mandates that all bartenders at restaurants, cafés, and taverns must be qualified alcohol servers to obtain or renew a liquor permit, effective January 1, 2013.

Protects public safety through mandatory alcohol server training for bartending staff at establishments serving alcohol.
