Prohibits merchants engaged in trade or commerce from refusing to accept returned goods or issuing refunds/credits within their stated return period, provided goods are returned consistent with the merchant's posted refund or exchange policy.

Requires merchants using electronic systems to track, monitor, or limit consumer returns to clearly disclose this practice in their conspicuously posted refund or exchange policy.

Caps restocking, handling, processing, and other return-related fees at the lesser of five percent of the retail purchase price or fifty dollars per returned item.

Takes effect January 1, 2011 and amends section 42-110aa(a) of the general statutes.
