Requires swimming pool installers to obtain a license from the Commissioner of Consumer Protection effective January 1, 2012, covering in-ground and above-ground pools but excluding hot tubs and spas.

Commissioner of Consumer Protection must adopt regulations by April 1, 2011 establishing experience, training, and examination requirements for swimming pool installer licensure.

Exempts homeowners who install swimming pools on their own residential property from the licensing requirement.

Licensed swimming pool installers must comply with home improvement contractor registration requirements under state statute chapter 400.

Sets swimming pool installer license fee at $150 with licenses valid for one year from date of issuance.
