Prohibits persons from hiring or contracting with newspaper delivery individuals unless they have verified the individual has valid vehicle registration and current automobile insurance identification card.

Requires employers to inform newspaper delivery contractors that their automobile insurance should cover use of the vehicle for deliveries and to verify coverage with their insurer.

Allows employers to request current automobile insurance identification cards from delivery contractors and terminate employment or contracts if the card is not provided within ten calendar days.

Takes effect October 1, 2010.
