Imposes a $20 surcharge on marriage licenses, with $1 retained by registrars for administrative costs and remainder distributed to the Department of Social Services and Department of Public Health by October 15 annually for domestic violence shelter services and rape crisis services.

Allows domestic violence victims to terminate rental agreements without penalty upon providing 30 days' written notice and documentation from police records, court records, or authorized professionals (victim services employees, medical professionals, etc.).

Tenants terminating rental agreements under this provision remain liable for rent arrearages and property damage incurred before termination.

Requires the Commissioner of Public Health to develop and issue one public service announcement by June 30, 2012 through television broadcast to prevent teen dating violence and family violence.

Updates landlord-tenant law definitions to include references to family violence protections and the new rental agreement termination provision for domestic violence victims.
