Establishes Connecticut Sentencing Commission within Office of Policy and Management, effective February 1, 2011, to review criminal sentencing structure and make recommendations to Governor, General Assembly, and criminal justice agencies

Commission composed of 23 members including judges, prosecutors, public defenders, corrections commissioner, victim advocate, police chief, and political appointees, with an active or retired judge serving as chairperson for four-year terms

Commission shall develop state-wide sentencing database, evaluate sentencing statutes and practices, conduct sentencing analyses, identify sentencing disparities related to race/ethnicity/gender/socioeconomic status, and perform fiscal impact analyses on proposed criminal justice legislation

Commission granted access to confidential information including arrest data, criminal history records, and medical records, with strict confidentiality protections maintained

Commission must submit annual reports by January 15 starting in 2012 to Governor, General Assembly, and Chief Justice, and meet at least quarterly
