Modifies psychiatric and psychological examination procedures for the Psychiatric Security Review Board to include "temporary leave" as a basis for board hearings, alongside discharge and conditional release decisions.

Establishes that psychiatric or psychological reports in the board's possession are not public records, except information the board relies on or uses as evidence regarding discharge, conditional release, temporary leave, or confinement decisions.

Exempts psychiatric security review board reports from confidentiality protections under sections 52-146c to 52-146j for purposes of this act.

Requires treatment facilities to submit regular reports to the board on acquittees' status and dangerousness, with copies provided to the acquittee, counsel, and state's attorney.

Effective date: October 1, 2010.
