Board of Pardons and Paroles restructured effective July 1, 2010, increasing membership from eighteen to twenty members appointed by the Governor with General Assembly consent.

Seven members designated to serve exclusively on pardons panels (increased from five) and twelve members to serve exclusively on parole release panels, with chairperson able to serve on both panel types.

Chairperson appointed from board membership by the Governor, with all members required to be qualified by education, experience, or training in community corrections, criminal justice, criminology, offender evaluation/supervision, or mental health services for offenders.

Governor must specify appointments designating which members serve as chairperson, full-time or part-time parole release panelists, and pardons panelists, in compliance with section 4-9b provisions.

Judiciary committee required to review and report on all board member appointments within thirty legislative days of reference without debate.
