Modifies eviction procedures by requiring state marshals to deliver seized possessions and personal effects to a town-designated storage location instead of leaving them on sidewalks or streets, effective July 1, 2010.

Requires state marshals to provide 24-hour notice to town chief executive officers before evictions and make reasonable efforts to notify defendants of the eviction date, time, location, and their right to reclaim stored items.

Establishes a 15-day period for defendants to reclaim stored possessions and pay storage fees; if unclaimed after 15 days, the chief executive officer must sell items at public auction and deliver net proceeds to the defendant.

Voids elections made by mobile telecommunications service providers for preferential personal property tax treatment under state law, effective for assessment years beginning October 1, 2010, and phases in standard taxation of fully depreciated property over four years.

Modifies public meetings requirements by clarifying meeting minutes must be available within seven days of sessions and exempting political subdivisions from requirements to post minutes on Internet websites.
