Amends Connecticut General Statutes Section 14-313 to expand the scope of traffic authority decisions subject to local appeals to include installation of traffic control signals, devices, signs, or markings.

Allows persons aggrieved by traffic authority orders or regulations to appeal to the city/town council, board of aldermen/selectmen, borough warden and burgesses, or superior court in the jurisdiction where the traffic authority is located.

Requires appellants to submit written notice of appeal to the traffic authority via mail or in person at least ten days before the hearing date.

Directs the court or board hearing the appeal to determine whether the challenged order or regulation is reasonable and to sustain or revoke it accordingly.

Effective October 1, 2010.
