Defines "municipal mandate" as any constitutional, statutory, or executive state action requiring local governments to establish, expand, or modify activities that necessitate additional expenditures from local revenues, excluding court orders and federal mandate compliance requirements.

Establishes automatic three-year expiration dates for any municipal mandate created on or after January 1, 2011.

Allows the General Assembly to reestablish an expiring municipal mandate for an additional period not to exceed three years, after which it becomes subject to existing mandate review procedures under Connecticut General Statutes sections 2c-1 to 2c-12.

Takes effect on January 1, 2011.
