Repeals and replaces Section 27-45 of the general statutes to update the military facility construction or acquisition program effective October 1, 2010.

Changes terminology from "companies" to "units," "armories" to "facilities," and "purchased" to "acquired" to modernize language governing military infrastructure.

Requires the Adjutant General to prepare and submit a military facility construction or acquisition program to the Governor by January 1 of odd-numbered years, with copies to the Commissioner of Public Works, State Properties Review Board, and appropriate General Assembly committees.

Authorizes the Commissioner of Public Works to acquire property by purchase or through eminent domain procedures under section 13a-73, with reassessment of compensation following section 13a-76 procedures.

Removes outdated language referencing specific authorization to take land for permanent armories under section 48-12.
