Establishes "chargeable transient quarters and billeting account" as a separate, nonlapsing account within the General Fund to receive proceeds from room service charges at the Connecticut Army National Guard training center.

Establishes "morale, welfare and recreation account" as a separate, nonlapsing account within the General Fund to receive nonappropriated moneys from Army morale, welfare and recreation activities.

Directs the Adjutant General to manage both accounts pursuant to applicable National Guard and Army regulations (210-50 and 215-1 respectively).

Authorizes expenditures from both accounts for supporting morale and maintaining state military training abilities.

Takes effect July 1, 2010.
