Repeals and replaces Section 27-20 of general statutes, effective October 1, 2010, to clarify and reorganize the duties of the Adjutant General.

Establishes the Adjutant General's responsibilities to keep records of officers and enlisted personnel, issue authorized service medals and ribbons, and maintain all required documents and records.

Expands the Adjutant General's duties to include recording and communicating orders from the Governor and Secretary of Defense, preparing commissions, conducting internal audits, organizing military ceremonies, and managing recruitment for the armed forces of the state.

Authorizes the Adjutant General to have charge of all state and federal military property, conduct annual inspections, maintain inventory records, require annual reports to the Governor, and adopt regulations for military personnel administration and property care.

Allows the Adjutant General to adopt a seal, delegate duties to Assistant Adjutant General or Military Department officials, and enter into contracts for goods, services, or property necessary to execute the office's duties, including federal construction contracting on state property, subject to Attorney General approval.
