Repeals and replaces Section 17a-28 of Connecticut General Statutes regarding confidentiality and access to Department of Children and Families (DCF) records, effective October 1, 2010.

Expands the definition of "person" to include only parents whose parental rights have not been terminated or current guardians of individuals in DCF records, and adds guardians ad litem and attorneys to the definition of "authorized representative."

Establishes comprehensive procedures for DCF record disclosure without consent to specified entities including law enforcement, courts, state agencies, the Child Advocate, foster/adoptive parents, and multidisciplinary teams, with restrictions on further disclosure.

Protects confidentiality of reporters and cooperating witnesses in abuse/neglect investigations, with limited exceptions for law enforcement, state's attorneys, courts, and specified officials.

Grants individuals access to their own DCF records, except information identifying reporters of abuse or neglect unless a court determines the reporter made a false report or the interests of justice require disclosure.
