Requires operators of all vehicles to stop at least 10 feet from the front or rear of a school bus displaying flashing red signal lights on any highway, private road, parking area, or school property, and prohibit vehicular turns toward a bus receiving or discharging passengers at intersections.

Establishes penalties of $100-$500 for first offense and $500-$1,000 or up to 30 days imprisonment for subsequent violations of school bus stopping requirements.

Allows police officers to issue warnings or summonses to vehicle owners based on written reports from school bus operators that include the vehicle's registration number, color, type, and violation details.

Permits photographic or digital images clearly showing a vehicle's registration number to serve as sufficient proof of the registration number for enforcement purposes.

Takes effect July 1, 2010, and amends Section 14-279 of the general statutes.
