Requires municipal police departments and the Department of Public Safety to adopt eyewitness identification procedures for photo and live lineups by January 1, 2011.

Mandates sequential presentation of photographs or individuals one at a time rather than simultaneously, with fillers randomly ordered and at least five fillers in photo lineups and four in live lineups.

Requires eyewitnesses be instructed before identification that the perpetrator may not be present, they should not feel compelled to identify anyone, and all images or persons will be shown even if an identification is made early.

Establishes that the person conducting the procedure should be unaware of the suspect's identity when practicable, and prohibits information about the suspect's prior arrests from being visible to the eyewitness.

Requires written records of each identification procedure documenting results, participant names, date and time, presentation order, and the eyewitness's own words about their certainty level.
