Repeals and replaces Section 54-36e to allow contraband firearms and those adjudicated as nuisances to be sold at public auction rather than destroyed, unless the state police deems sale inappropriate.

Requires the Commissioner of Administrative Services or designee to conduct public auctions of firearms turned over to state police.

Permits sale of pistols and revolvers (including antiques and curios/relics) only to persons with valid permits to sell or carry such weapons; rifles and shotguns may only be sold to persons qualified under federal law.

Allows inoperable firearms and firearm parts (magazines, stocks, holsters) to be sold at public auction, with exception that frames, receivers, or barrels with altered identification marks must be destroyed.

Directs auction proceeds to the State Treasurer for deposit in the forfeit firearms account within the General Fund; effective October 1, 2010.
