Repeals requirements for pistol and revolver vendors to maintain records in a state book, including date of sale, caliber, make, model, manufacturer's number, and purchaser information.

Replaces state record-keeping standards with compliance to federal regulations under 27 CFR 478.125 for pistol and revolver sales records.

Requires vendors to make sales records available for inspection by sworn Division of State Police members or investigators assigned to the state-wide firearms trafficking task force established under section 29-38e.

Maintains existing requirements that sales occur only at permitted locations, permits be displayed, and purchasers provide identification or be personally known to the vendor.

Effective October 1, 2010.
