Repeals and replaces subsection (m) of section 5-259 of the 2010 supplement to the general statutes regarding state health insurance plan conversions to self-insured status

Authorizes the Comptroller to offer nonstate public employers (municipalities, political subdivisions, boards of education, quasi-public agencies, public libraries, and the Teachers' Retirement Board) the option to purchase prescription drugs under state purchasing authority

Requires the Comptroller to establish procedures for eligibility requirements, enrollment, payment, duration, and withdrawal/termination of prescription drug purchases by nonstate public employers

Permits the Comptroller to offer stop loss coverage to participating nonstate public employers and allows two or more such employers to join together for prescription drug purchasing

Requires written approval from the Health Care Cost Containment Committee before nonstate public employers can access the State Employees' Bargaining Agent Coalition's prescription drug plan, unless the Comptroller establishes a separate plan for such employers
