Commissioner of Environmental Protection shall designate items as recyclable when 33% or more of intermediate processing facilities in Connecticut have capacity to accept them, and review regulations every 10 years starting January 1, 2011.

Commissioner shall develop flexible incentive programs by January 1, 2011 to help achieve state solid waste diversion and recycling goals, with implementation by December 31, 2011 and proposed termination by December 31, 2016.

Municipalities must provide the Commissioner with annual lists of registered solid waste collectors and their information by January 15, 2011, with the Commissioner posting this information online within 90 days; municipalities failing to comply become ineligible for flexible recycling programs.

Solid waste disposal facilities and recycling facilities must submit quarterly reports to the Commissioner detailing amounts of waste received and municipalities of origin; Commissioner must require electronic submission by July 1, 2011 and post verified data online by January 15 each year.

Commissioner shall revise the state-wide solid waste management plan by July 1, 2016 and every 10 years thereafter, and prepare addendums by July 1, 2011 comparing actual performance against projections and assessing progress toward state goals.
