Commissioner of Children and Families shall develop a comprehensive plan to improve outcomes for child welfare clients receiving family preservation and support services within existing budgetary resources.

Plan must include assessment of service needs, analysis of current system capacity and demand including wait lists, and examination of evidence-based service models.

Draft plan due to office of court monitor, Child Advocate, and State Advisory Council on Children and Families no later than September 1, 2011.

Final plan due to legislature by July 15, 2012, including service descriptions at current and 10% increased/decreased funding levels, quality assurance procedures, and five-year implementation timetable through July 15, 2017.

Final plan must establish strategy to provide only research-based programs and services, include process for data collection and effectiveness evaluation, and address comments from court monitor, Child Advocate, and State Advisory Council.
