Permits licensed health clubs to establish drop-in supplementary child-care operations on their premises, in addition to retail establishments previously authorized.

Restricts child-care operations to children ages 3-10 years, with maximum 2 hours of care per day and operating hours between 6 a.m. and 9 p.m.

Requires parent or guardian to remain on premises at all times while child receives care.

Mandates at least one child-care staff person for every ten children, with at least one staff member age 20 or older who has child-care experience.

Requires health clubs to submit staff names to the Commissioner of Public Health for child abuse registry checks and allow commissioner authority to monitor, inspect, and investigate complaints.
