Adds exemption for nonprofit ambulance services providing emergency medical services on a subscription basis in municipalities that border Rhode Island, have a population of at least 18,000, and occupy at least 50 square miles, if services were provided before January 1, 2009.

Exempts qualifying nonprofit ambulance services from being deemed engaged in the business of insurance under section 38a-41 of the general statutes.

Excludes ambulance services meeting the exemption criteria from the definition of "health care services" under medical discount plan regulations in section 38a-479qq.

Effective date for both amendments is October 1, 2010.
