Repeals and replaces Section 19a-79 of the general statutes to establish comprehensive regulations for child day care centers and group day care homes adopted by the Commissioner of Public Health.

Requires immunizations against diphtheria, pertussis, tetanus, poliomyelitis, measles, mumps, rubella, hemophilus influenzae type B, and other vaccines per the state immunization schedule, with exemptions for medical contraindication and religious objections.

Establishes physical plant requirements including minimum indoor usable space of 30 square feet per child for facilities licensed before January 1, 1986, and 35 square feet for those licensed after that date.

Prohibits denial of services to children with allergies, asthma, or diabetes and requires staff training within three weeks of enrollment to administer medications and use injectable equipment such as epinephrine auto-injectors or glucagon injectors.

Creates new physical plant requirements specific to child day care centers and group day care homes serving exclusively school-age children, with the Commissioner authorized to implement policies and procedures while regulations are being formally adopted.
