Adds definitions for "epilepsy," "seizures," and "antiepileptic drug" to Connecticut General Statutes Section 20-619 effective October 1, 2010.

Prohibits pharmacists from substituting antiepileptic drugs with different antiepileptic drugs or formulations, or switching to a new drug manufacturer/distributor, unless the pharmacist obtains prior written consent from the patient's prescribing practitioner.

Requires pharmacists to notify prescribing practitioners of antiepileptic drug substitutions or manufacturer changes via electronic mail or facsimile transmission and obtain their written consent before dispensing.

Allows pharmacists to exercise professional judgment in refilling antiepileptic prescriptions if unable to contact the prescribing practitioner after reasonable attempts, in accordance with existing refill authorization provisions.

Exempts long-term care facilities, institutional facilities, and inpatient hospital pharmacies from the antiepileptic drug substitution restrictions.
