Amends Section 46b-129 of Connecticut General Statutes effective October 1, 2010, governing court procedures for child neglect, dependency, and uncared-for cases.

Allows courts to issue ex parte custody orders vesting temporary care in relatives or suitable agencies when a child faces immediate physical danger, with preliminary hearings required within 10 days.

Requires the Department of Children and Families to investigate placement with relatives within 30 days and permits relatives to file motions to intervene for temporary custody within 90 days of preliminary hearings.

Adds provision allowing the commissioner to delay implementation of a court order placing a child with parents/guardians for 24 hours if the commissioner objects due to serious risk of danger to the child's health or safety, with court review required.

Requires the Chief Court Administrator to prescribe a standardized form for all custody and placement orders that includes recommendations related to child custody or placement.
