Establishes a task force to study state government organization and examine how state agencies provide services to children and youth, and assess the impact of public policies on children and youth.

Task force membership includes: two members each appointed by the House Speaker and Senate President Pro Tempore; one member each from House/Senate majority and minority leaders; commissioners of Social Services, Children and Families, Education, Public Health, Mental Health and Addiction Services, and Developmental Services (or designees); and two members appointed by the Governor.

All task force members must be appointed within 30 days of the bill's effective date, with the first meeting scheduled within 60 days.

Task force must submit its findings and recommendations to the General Assembly's select committee on children by January 1, 2011, and terminates upon submission of the report or January 1, 2011, whichever occurs first.

Administrative support provided by the select committee of the General Assembly with cognizance over children's matters.
